Obtaining a residence permit, what are the Turkish Residence Permit Requirements?

Residence permit, is a document that foreigners in Turkey have to obtain when they come to Turkey and want to stay in Turkey longer than the visa exemption period. The residence permit is issued by the Presidency of Migration Management. It is an institution affiliated with the Ministry of Interior. When foreign citizens entering Turkey want to obtain a residence permit, the first thing they should do is to make an appointment from the e-residence system of the Presidency of Migration Management before their visa exemption period expires. Since it is not possible to obtain a residence permit after the visa exemption period expires, they must complete their applications through the online system before this period expires.

Turkey Residence Permit Application

Unless there is a valid excuse (such as illness, health problem, etc.), applications made after the visa exemption period are considered invalid. The information you will enter while making your appointment from the appointment system must be correct and up-to-date. Declaration of false information may cause your residence permit application to be rejected. Therefore, upload your personal information such as an address, telephone number, e-mail address, etc. to the immigration office system correctly and completely. When you upload your photo to the residency permit appointment system, make sure that it is a biometric photo. Documents Required for Obtaining a Residence Permit

When you apply for a residence permit, the Presidency of Migration Management requests documents from you regarding your residence permit application. The documents you will prepare vary according to the type of residence permit you are applying for.   • Appointment file taken from the e-residence system (issued by the Presidency of Migration Management)
  • 4 biometric photographs
  • Foreign health insurance covering the period for which you want to obtain a residence permit. (Foreign nationals who wish to obtain a residence permit in Turkey are required by law to have general health insurance covering the period they will reside in Turkey. The residence permit applications of foreign nationals who do not have this general health insurance are rejected by the Presidency of Migration Management)
  • Notarised lease contract or substitute address settlement document (Foreign nationals who wish to obtain a residence permit in Turkey must first have their lease contracts notarized and submit this contract to the Presidency of Migration Management with their applications. Foreign nationals who have previously obtained a residence permit with a notarised lease contract and who can access their residence permit document in the E-Government system are required to submit this residence document to the Presidency of Migration Management for residence permit renewal applications).
  • Receipts showing that the residence permit fees have been paid to the tax office (the amount of fees required varies according to the countries)
  • Photocopy of the first page and all processed pages of the passport

The documents required for residence permit and residence permit applications are the documents listed above. When you submit your file to the Presidency of Migration Management, the officer in charge may request extra documents from you, depending on your case. These are only the mandatory documents that need to be prepared at the beginning. When will my short-term residence permit be issued?

When you apply for a residence permit, if you submit the requested documents to the Presidency of Migration Management on your appointment day, your application will be taken to the evaluation stage. After the necessary document checks are made, the result information is sent to your e-mail or mobile phone that you entered into the system while making an appointment. If your residence permit application is evaluated positively, your residence permit ID card will be sent by PTT (Official Turkish Postal Service) to the address you entered in the system when making your appointment. If you are not at home, your residence permit ID is sent back to the PTT directorate and put on hold. If you do not receive it from here within a short period of time, your residence permit ID will be sent back to the Presidency of Migration Management and cancelled because you cannot be reached. In order not to encounter such a situation, do not neglect to add your mobile phone and e-mail information that you actively use while creating your appointment from the e-residence system. The duration of residence permits varies according to the intensity of the General Directorate of Migration Management where you apply. The legal period for obtaining a residence permit is 90 days. If you have not received the residence permit answer within this period, you can go directly to the Presidency of Migration Management where your application is made and get information about your residence permit.

Residence Permit Extension (Turkey Residence Permit Renewal)

When you apply for a residence permit or a residence permit, if you wish to stay in Turkey for a longer period of time, you must apply for a residence permit extension before the residence permit issued to you expires. You can apply for a residence permit extension 60 days before your current residence permit expires. It is not possible to apply for a residence permit extension before the last 60 days. Since you will become a fugitive after your residence permit expires and you will not be able to apply for a residence permit extension in any way, do not neglect to apply for a residence permit extension before your residence permit expires. The residence permit extension application is the same as the procedures you do when you get a residence permit for the first time. When you will apply for a residence permit extension, you must apply through the e-residence system and make an appointment. After creating your residence permit appointment, you can prepare the documents required to extend the residence permit and deliver them to your specified appointment place on your appointment date.   • Front and back photocopy of residence permit card
  • Photocopy of the first page of the passport and all pages that have been processed (photos taken with phones are not accepted if printed from the printer because they must be clear)
  • Receipts showing that the residence permit fee and residence permit card fee has been paid to the tax offices (photocopies are not accepted regarding receipts, you must put the original documents in your file).
  • Notarised lease contract or address settlement document

These are the main documents that you need to prepare and submit to the Presidency of Migration Management when you make your residence permit extension application. When you submit your residence permit request file to the Presidency of Migration Management, the Presidency of Migration Management may request different documents from you if it deems necessary (such as criminal record, health report, criminal registry that you have no criminal record in your country) When you encounter such a situation, you must prepare the documents requested from you within 30 days and submit them to the Presidency of Migration Management where you have an appointment. Residence Permit Turkey Cost

Residence permit fees may vary according to the type of application. Residence permit documents are within the scope of valuable paper in accordance with the Law on Valuable Papers dated 21/2/1963 and numbered 210 and are subject to a document fee, the amount of which is determined by the Ministry of Treasury and Finance every year. There is no exemption from the document fee for citizens of any country.

As determined by the General Communiqué of the General Directorate of Accounting (Sequence No: 79) published in the Official Gazette dated 30 December 2022 and numbered 32059 (2nd Repeated), the residence permit document fee to be applied in 2023 is stated in the table below.

In addition to these fees, there are also fees determined by the Ministry of Treasury and Finance every year, which vary according to the country.

The above-mentioned residence permit fee amounts are applied for citizens of Serbia, Fiji, Norway, Northern Mariana Islands, which are not included in any country group.

The Czech Republic, Denmark, Ireland, Kosovo, Kosovo, Nepal, Sri Lanka, Syria and Turkmenistan have been exempted from residence permit fees since 2011 in line with the principle of reciprocity.

As of 2011, no change has been made in the amount of fees according to the country groups determined within the framework of the reciprocity principle, which can be found at www.goc.gov.tr.

The Ministry of Treasury and Finance is authorised to determine the residence permit fees, taking into account the reciprocity principle.
